Under the classical continuum elastic-plastic theory, combining with the geotechnical engineering application prospect, this paper summarized and discussed the development situation of strength theory under geotechnical materials complex stress, pointed out that the rock and soil strength theory was the necessary basic theory of structure design and strength calculation of water, civil engineering, mining, railway and other engineering, so that the strength theory gained widely research and application.
