上高县是山洪灾害多发易发区。本文根据上高县山洪灾害诱发成因和特点，设计了上高县山洪灾害监测预警系统。系统功能实现了全面实时水雨情监测、快速准确分析预警等级、实时直观展示灾情状态、提供防灾减灾辅助决策与处理。系统的实施将全面提升上高县防汛减灾服务水平，最大限度减少山洪灾害给当地人民造成的生命伤亡和财产损失。

Shanggao County is pro ne to frequent mountain torrent disaster. Based on the induced causes and characteristics of Shanggao County mountain torrent disaster,the monitoring and early-warning system for mountain torrent disasters in Shanggao County was designed. This system provides an approach to monitoring heavy flood comprehensively and real-time,analyzing warning level quickly and accurately,showing disaster state on live explicitly and to making preparations and strategies for avoiding and diminishing dangers of disasters. The implementation of the system will enhance the service level of Shanggao County's flood mitigation and minimize casualties and property losses of local people.
