兴平市农村集体土地所有权登记发证细化到村民小组，是一项任务繁杂的工程。采用全市域测量，周期长、外业工作量大、费用高；采用影像调绘法，宗地界址点、界址线精度不能满足日常地籍管理工作要求。为此，充分应用3S技术，探索出权属界址解析化、土地分类影像化、登记发证信息管理系统化的一条技术路线，为缩短工程周期、提高成果数据精度、降低生产成本、实施信息化管理起到示范作用。

Refining and certifying the rural collective land ownership based on villager groups in Xingping city is a complex project.The traditional citywide measurement is of long period,heavy field work and high cost.Meanwhile, using the method of survey and mapping of image can't meet the accuracy requirements of the parcellboundary points and lines for the cadastral management.Therefore,this paper introduces an approach that is to use 3S technique to analyze the parcellboundaries,visualize the land classification and systematize the registration and certification information man-agement,aiming to shorten the project period,improve the data accuracy,reduce the cost,and implement the informatiza-tion management.
