大学文化软实力，它是植根于长期的办学理念之上，熔铸在高校的凝聚力、创造力、感召力和内聚力之中，是以科学理论武装人、以正确舆论引导人、以高尚精神塑造人、以优秀作品鼓舞人的重要力量。大学的硬实力反映的是学校的办学规模和现状，那么，基于环境育人的大学文化软实力展现的则是学校的追求和理想，是大学精神。大学是社会建设精英的集中地，大学文化直接影响甚至左右着未来建设者的思想和品德。因此，打造大学文化软实力，提升大学创造力和竞争力，是全球性竞争环境下大学实现全面、协调、可持续发展的战略抉择，同时，也是落实科学发展观、建设和谐社会的需要。

University cultural soft power ,which is rooted in a long-term educational philosophy and cast in cohesion , creativity ,appeal and cohesion of university ,at the same time ,university cultural soft power is an important force to persevere in arming the people with scientific theories ,guild them with correct public opinions ,shaping their outlook with noble ideas ,and inspiring them with good cultural works .The hard power of university reflects the school scale and status ,then , based on the environmental education of university cultural soft power shows pursuit and ideal , which is called spirit of university ,university is the concentration of social constructive elite ,university culture di-rectly affects and has an influence on the ideology and moral character of future builders .Therefore ,building univer-sity cultural soft power and enhancing the creativity and competitiveness of university reach the strategic choice of all-round,coordinated and sustainable development in a global competitive environment ,and also the need of imple-menting the scientific concept of development and building a harmonious society .
