落实党风廉政建设责任制，党委负主体责任，纪委负监督责任，这是党的十八届三中全会的一个新论断。“两个责任”观点明确、权责清晰，是同一责任范畴的两个侧面，既不能互相替代，更不能互相削弱，而必须相互协调和共同促进，形成双轮驱动的工作格局。就“两个责任”的含义、辩证关系、党委在落实主体责任中要体现“三个作用”，纪委在落实监督责任中要做到“三个必须”等，作了进一步的概括和阐述。

It is a new inference in the Third Plenary Session of the 18th Central Committee of the Chi-nese Communist Party that the Party Committee holds the primary responsibility and the Discipline In-spection Committee holds the responsibility of inspection in implementing responsibility system for impro-ving the Party′s work style and building clean government.‘Two responsibilities’conveys clear points, rights and duties.They are two aspects of the same category of responsibility.They cannot be replaced by each other without saying to be weakened.Two aspects have to co-operate and promote together to form the state of‘two wheel driving’.The article outlines the meaning of‘two responsibilities’,their dialec-tical connection,‘three functions’of the Party Committee in implementing its primary responsibility,‘three musts’of the Discipline Inspection Committee in fulfilling its responsibility of inspection and so on.This work hopes to promote later practice.
