移动通信的发展依赖大量的频谱资源,从而使得频谱资源供给日趋紧张,广播电视业务使用的700 MHz频段成为广泛关注的热点频段,而采用模数转换技术节约的频谱资源一般被称为数字红利。介绍了国外主要国家及国内模数电视转换进展情况,并以陕西省为例进行了700 MHz频谱占用度测试,提出了对模数电视转换释放频谱的预测及分配建议。

With the development of mobile communications,it depends on a large amount of spectrum resources more and more, which makes the spectrum resources unsufficient.The 700 MHz frequency band used by broadcast services becomes a focus widely con-cerned.The saved spectrum resources by using analog-digital conversion technology are generally called digital dividend. This paper introduces the analog to digital TV conversion progress in China and abroad,and as an example makes a 700 MHz spectrum occupancy test in Shaanxi Province.Finally presented are the prediction on the spectrum released due to analog to digital television conversion and the spectrum allocation recommendations.
