市属特殊学校(中心)因为具有各种优越条件,具有成为区域特殊教育“中心校”的天然优势,应该发挥区域特殊教育“中心校”的作用;这些作用主要体现在六个方面。然而,现实中森严的行政壁垒及由此而致的“中心校”职能赋予缺乏,妨碍着其“中心校”作用的充分发挥。要消除这些因素,促进区域特殊教育的发展,必须建立以之为中心的区域特殊教育网络。

시속특수학교(중심)인위구유각충우월조건,구유성위구역특수교육“중심교”적천연우세,응해발휘구역특수교육“중심교”적작용;저사작용주요체현재륙개방면。연이,현실중삼엄적행정벽루급유차이치적“중심교”직능부여결핍,방애착기“중심교”작용적충분발휘。요소제저사인소,촉진구역특수교육적발전,필수건립이지위중심적구역특수교육망락。
City-owned special schools (centers), which have various favorable conditions and natural advantages of becoming“the center schools”of regional special education, should play the roles of“the central schools”of regional special education. The roles mainly have six aspects. However, the severe administrative barriers in reality result in the lacking of the functions entrusted to“the central schools”and meanwhile hinder“the central schools”to bring their functions into full play. Regional special education network with the central schools as the centers must be established to eliminate those factors and promote the development of regional special education.
