In Culture and Anarchy ,Arnold criticized the universal phenomenon during the Victoria Times that the people were lack of spir-itual beliefs and laid too much emphasis on tools .He believed that culture was the study and pursuit of perfection ,sweetness and light being the main characters that of perfection as pursued .Arnold’s Reflections on cultural provided a powerful force of integration ,leading people to be ra-tional concern contemporary social issues .
