随着我国加入世贸组织,市场经济不断发展,房地产业中的竞争越来越激烈。成本控制作为房地产项目取得成功的关键因素之一,也是企业赖以生存的根本。成本控制贯穿于项目开发的全过程,而招标阶段的成本控制又是整个项目成本控制中非常重要的一部分,它对日后施工过程中的成本控制也会产生影响。建设单位应当对其引起充分重视,了解招标阶段策略不同所带来成本差异的原因,加强宏观控制,达到在招投标过程中节约成本的目的。笔者根据在建设单位从业多年的经验教训,就如何在招标过程中控制建设成本,从招标范围、合同价格形式的确定、材料成本的控制、报价形式的选择、包干费用的成本控制以及交易成本的降低等几方面提出自己的看法和意见。并着重论述了工程量清单计价方法的优缺点、注意事项及施工单位在投标过程中采取不平衡报价的几种策略。

with China's accession to the wto, the market economy development, real estate industry in the increasingly fierce competition. The cost control as one of the key factors to success of real estate project, is also fundamental to the survival of enterprises. Cost control throughout the whole process of project development, and the bidding phase of cost control is very important part of the whole project cost control, it to cost control in the construction process in the future wil be an impact. The construction unit shal cause enough attention to its, understand the bidding stage strategy cost difference caused by different reasons, strengthening macro control, to achieve the purpose of cost savings in the process of bidding. Based on the construction unit from the experience and lessons for many years, on how to control construction cost in the tender process, from the scope of bidding, determine the form of the contract price, the control of the cost of materials, the choice of the form of quotation, responsibility of cost control and the cost of the transaction cost reducing and so on several aspects put forward their own views and opinions. And emphatical y discusses the advantages and disadvantages of bil of quantities valuation methods, matters needing attention and construction units in the process of bidding to take several strategies of unbalanced bid.
