在电力系统中，水电机组以其调节性能优越、调节成本低廉等特点，常为电力系统安全稳定运行提供削峰填谷、无功补偿、旋转备用等辅助服务。但现行辅助服务考核与补偿机制无法完全解决水电厂辅助服务存在的外部性问题，其外部收益无法内部化，将会损害提供辅助服务的水电厂的经济合理性。以经济学外部性理论为基础，针对不同类型机组提供辅助服务的性能，研究现行考核与补偿细则存在的外部性问题，并提出了解决方案，可为我国电力市场的改革提供参考。

Due to superior regulating performance and low regulating costs of hydro-generating units in electric system, the u-nits often provide auxiliary services such as peak clipping and load leveling, reactive compensation, and spinning reserve to a-chieve safe and stable operation of the power grid. However, the externality of auxiliary service cannot be solved and the external economy could not be internalized under the current evaluation and compensation mechanism, resulting in potential damage to the economical efficiency of hydropower plants that provide auxiliary services. In this paper, on the basis of the theory about econom-ic externality, the externality existed in current evaluation and compensation regulations is studied according to properties of auxil-iary service provided by different units and the solutions are put forward.
