自从湖北省鄂州市被列为全国第四批节水社会型社会建设试点城市以来，通过加强领导，创新节水管理体制，完善水资源管理制度，加大投入，建立示范工程，宣传教育等一系列措施，初步实现了节水型社会建设目标。为了进一步搞好鄂州市节水型社会建设工作，系统总结了3年来节水型社会的建设经验及存在的不足之处，并提出了进一步理顺水资源管理体制，完善相关制度，深化投融资机制改革，加大宣传教育力度等的举措，以巩固鄂州市节水型社会建设成果。

Since E′zhou City was listed as the fourth batch of national pilot construction cities of water-saving society, it has achieved remarkable results under the leadership of the City Government. Through a series of measures such as strengthening leadership, perfecting water resources management system, increasing investment, setting up demonstration works, publicity and education etc. In order to do a better water-saving job in the next stage, this paper systematically summarizes the experience, a-chievements and existing shortcomings in the past 3 years′water-saving society construction. In future, the city will further ra-tionalize the water resources management system, perfect correlative regulations, deepen the reform of investment and financing mechanism, intensify publicity and education to consolidate the achievements in water-saving society construction.
