在山谷型水力贮灰场增容改造工程中借鉴平原贮灰场建设管理方法，创新思路，改变通常采用的征地、加高灰坝来增加库容的方法。利用灰场现有的占地面积扩展立体空间，在灰面上用模袋筑隔，分区贮灰，集中蓄水，达到增加库容的目的，节省土地资源，减轻了动迁压力，降低建设投资，取得了明显成效。
