目前各地的开发区的建设过程中存在注重经济增速和总量增长，忽视开发质量，存在着执行规划不严格，监管不力，土地集约利用程度粗放等问题。作者就这些问题进行思考，提出了规划先行，经济、社会、生态三者协调发展，加强监管、土地集约利用评价等提高土地集约利用的对策。

Currently exist in the process of the construction of development zone around the focus on economic growth and volume growth, ignore the quality, there are not strict execution planning, poor supervision, such as land intensive utilization degree extensive problem.
