社区警务是社会治安领域的一个重要研究问题。民警通过动员和组织社区群众参与社会治安防范，携手维护社会治安。本文在群众路线的视角下研究社区警务建设，通过分析社区警务建设中群众工作的现状，发现其存在问题及成因。在此基础上借鉴美国和日本的发展思想，探讨社区警务建设中群众工作的思路和建议，进一步推动社区警务建设。

Community policing is an important research subject in the field of public security.People in communities can be mobilized and organized to joinn in the public security precaution with the police, maintaining public order togother.From the perspective of mass line, the paper studies community policing construction by analysing the present situation of mass work that in the construction of the community policing,find its problems and causes. On this basis, we discuss ideas and suggestions on mass work in the construction of community policing, referencing to e xperiences of Amecica and Japan, further promoting the construction of community policing.
