西小江（杭州段）是浙江萧山蜀山平原的一条重要河道，兼具防洪排涝、灌溉引水、美化环境、渔业养殖、航运、发电、供水等功能，对当地经济社会的发展有着不可替代的作用。通过对西小江水域的水资源利用、水功能区水质、行洪排涝、水域岸线保护利用，以及水域保护管理现状进行评价分析，认为西小江水域保护的总体状况较不理想，为此提出了水资源优化配置、水质保护改善、排涝设施升级改造、水域功能优化调整、水域管理信息化的建议。
서소강（항주단）시절강소산촉산평원적일조중요하도，겸구방홍배로、관개인수、미화배경、어업양식、항운、발전、공수등공능，대당지경제사회적발전유착불가체대적작용。통과대서소강수역적수자원이용、수공능구수질、행홍배로、수역안선보호이용，이급수역보호관리현상진행평개분석，인위서소강수역보호적총체상황교불이상，위차제출료수자원우화배치、수질보호개선、배로설시승급개조、수역공능우화조정、수역관리신식화적건의。
The Xixiao River ( Reach of Hangzhou ) is one of the important rivers in Shushan Plain of Xiaoshan , Zhejiang Province, with the functions of flood control and drainage , water irrigation and diversion, landscaping, fish farming, ship-ping, electricity generation, and water supply.It plays an irreplaceable role on the development of local economy .On the basis of evaluation and analysis on utilization of water resources , water quality in water function zone , flood control and drainage , and utilization of water area and bank line , it is pointed out that the general condition of water area protection for Xixiao River was not optimistic .Therefore, five suggestions are proposed in the paper as below:optimizing the deployment of water resources , improving the water quality , reforming drainage facilities , adjusting the functions of water area , and in-formatization management of water area .
