文章在分析教育经费管理制度建设内涵的基础上，提出了教育经费管理制度的设计思路，并从教育经费管理制度体系的构建，教育经费管理制度执行力的强化，以及建立教育经费管理制度建设评价机制等几个方面进行了再思考，具有一定的借鉴意义。

Based on an analysis of the connotation of the management system construction for education funds, this article puts forward the thoughts for education funds management system. In addition, this article re-flects on this problem from such angles as the mechanism construction, the strengthening of its implementation as well as the construction of its evaluation mechanism.
