图书馆作为典型的公共场所，具有空间的开放性、管理的秩序性、资源的共享性、服务的公益性等特性，但不能因此而忽视甚至排斥读者的隐私权。保护读者的隐私必须确立尊重读者人格、公共利益优先、采纳最小侵害、排除特殊要求、控制知情范围的原则，以此规范现实中的电视监控、拍摄和人身检查等情形，使读者的隐私权得到切实保护。

As a typical public place, Library is openness, ordered management, resource sharing, public property of service, but the readers’ privacy cannot be ignored and even excluded. In order to protect readers’ privacy, the principles of readers’ personality respecting, the priority of public interest, minimally invasive, special requirements excluded, and the control informed scope must be established. And the reader s’ privacy will be protected effectively by regulate the supervisory of television, taking photo and personal inspection ect.
