德国是大众体育开展较好的地区，体育人口、场地设施、基层体育组织和体育志愿服务等方面的多项指标均居世界前列。德国体育政策的特点是体育自治，其在发展大众体育的过程中多措并举：倡导各级各类部门和组织之间的协调配合，有效提升公共体育服务的水平；注重体育设施的合理规划和高效利用，方便民众就近健身；推行体育运动奖章制度，激发民众体育锻炼的热情；引导民众有针对性地科学健身，提高体育锻炼的质量和效果；积极寻求企业赞助，拓宽大众体育资金来源渠道；制定政策、措施，调动民众体育志愿服务积极性。所有这些为德国大众体育奠定了雄厚的基础，个中成功经验值得我借鉴。

With sports population,sports facilities,grass-roots sports organizations,voluntary sports services and other indicators among the best in the world,Germany does considerably well in the development of mass sports. Germany,whose sports policy is characterized by autonomy of sports, takes a multi-pronged approach to the development of major sports:promotes the coordination among organizations at various levels to increase the level of public sports services;attaches importance to the reasonable planning and effective use of sports facilities,providing convenience for the public to do physical exercises in the neighborhood;introduces a medal-awarding system to arouse the enthusiasm of the public for doing physical exercises;instructs the public to do physical exercises with purpose in mind as well as in a scientific way,in order to improve the quality and effectiveness of physical exercises;seeks corporate sponsorships to increase funding sources;formulates policies and measures aimed at arousing the enthusiasm of the public for voluntary sports services. All these measures have helped lay a solid foundation for the development of mass sports in Germany. China can use this country’s experience for reference.
