本文使用2004-2011年省级面板数据，对我国普通高中生均预算内教育经费的变动情况进行了描述性分析，并建立计量模型考察了社会经济因素、财政和教育财政因素以及人口因素对于生均预算内教育经费的影响。研究发现：第一，地方经济发展水平越高，政府的生均投入就越高；第二，地方财政支出与政府生均投入呈现出显著正向关系；第三，政府财政支出用于教育的比例对政府生均投入存在显著的正向影响；第四，普通高中政府生均投入随着普通高中学生规模的扩大而减少。

By using provincial panel data of China during 2004-2011, this paper descriptively analyzes the variation of education expense in budget spending on per student in high schools, and then investigates the effects of factors such as social economy, fiscal arrangement, educational finance and population structure on expenditure budget of per student by establishing the econometric model. The results show:firstly public investment on per student is determined by development level of local economy, secondly the relationship between local financial expenditure and public investment on per student is significantly positive, thirdly the ratio of government fiscal expenditure on education also has a significantly positive effect on public investment on per student, and fourthly public investment on per student decreases with the increasing number of high school students.
