2000年以来，国家加大了对农村和中、西部义务教育的经费投入。为了评估政策的落实效果，给教育决策提供科学参考，本研究采用全国30个省(自治区、直辖市)2003-2010年农村义务教育经费投入与产出面板数据，基于DEA和Malmquist指数法对我国东、中、西部和全国农村义务教育经费配置效率进行了动态评价。研究结果发现，我国各省农村义务教育经费配置效率整体状况较高，东部农村义务教育经费配置效率低于中、西部地区。我国各省农村的全要素生产率呈下降趋势，中、西部农村全要素生产率下降幅度比东部大。

Since 2000, Chinese government has increased compulsory education funding in rural areas and central and western part of China. To assess the effect of policy implementation and provide scientific reference to the Chinese compulsory education funding policy, this paper dynamically evaluates the allocative efficiency of compulsory education expense in east, middle and west part of China and nationwide rural areas based on DEA and Malmquist index models and panel data (2003-2010) of rural compulsory education financial input and output of 30 provinces (autonomous regions and municipalities). The results shows that the allocative efficiency of rural compulsory education expense in each province is overall in good condition, and allocation efficiency of education funding in the eastern part is lower than that in the central and western parts. TFP of rural areas in each province presents in downward trend, and falling range of TFP in central and western rural areas is larger than that in the eastern rural areas.
