增加农民收入一直是江苏省农村工作的重中之重，也是江苏省发展现代农业的主要目标。但是，随着江苏省经济社会发展的不断变革，农村劳动力转移、农村土地经营的分散化和细碎化等问题成为制约江苏省农业现代化发展的一个重要现实问题，农村土地规模效益相对较低。因此，本研究以江苏省农户水稻种植规模为研究样本，运用数据包络分析( DEA)方法，从总体效率、技术效率和规模效率方面对农户水稻种植进行效率有效性分析，并进一步确定最佳种植规模。从生产经营主体、物质要素投入和土地制度创新等方面，提出发展“微型家庭农场”和“中型家庭农场”两种创新模式。

The increase of farmers’ income has not only been the most important task of Jiangsu rural work, but also the primary goal of developing modern agriculture. However, with the continuous change of economic and social develop-ment in Jiangsu province, the transfer of rural labor, the fragmentation and decentralization of rural land management and other issues have become bottlenecks constraining the modernization of Jiangsu agriculture, resulting in low rural land scale benefit. Therefore, with the planting scale of rice in Jiangsu province as the research sample, an effectiveness of planting efficiency of rice was analyzed in overall efficiency, technical efficiency and scale efficiency, using data envelopment analy-sis ( DEA) , and the optimum planting scale was determined. The development patterns,“mini family farms” and“medi-um-sized family farms”, were proposed following the analyses of production and management subjects, material elements inputs and land system innovation.
