文章分析了我国建设用地市场存在严重的路径依赖和在政策实施、利益分配上存在的问题，提出了确权登记、直接入市以及实施“双挂钩”政策等以寻找城乡建设用地市场一体化契合点的政策建议，以促进新型城镇化发展。

This article analyzed the problems of construction-land-market, like path dependence, policies’ implement and profit distribution. It studied the registration of land , countermeasures of the rural construction-land directly into market and adoption of the “double hook” policy to provide some suggestions for the integration of urban and rural construction-land-market to promote the development of new urbanization.
