目的：了解社区妇幼卫生评价指标体系的建立方法及深圳市的社区妇幼卫生情况，探讨秩和比法在社区妇幼卫生评价指标体系建立过程中指标权重评价的应用。方法对预先拟定的深圳市社区妇幼卫生评价指标体系使用专家咨询法对问卷咨询的信度，效度，专家权威系数、积极系数和协调系数等进行可靠性分析，然后使用综合指数法和界值法进行指标筛选，使用秩和比法对各级指标的权重进行评价。最后对指标体系进行实际测量检验，使用线性加权法对指标体系进行综合评价，然后从可操作性，以及权数的合理性和稳定性上对全部指标体系进行检验。结果两次专家问卷咨询调查的克朗巴赫α系数分别为0．9688和0畅9866，相应的专家积极系数分别为93．12％和96．18％，协调系数分别为0．40和0．28（均P＞0．05），专家权威系数为0．928。根据深圳市10个区615个社区的实际测量检验表明，经过专家两次评定的妇幼卫生评价指标体系的稳定性，合理性和可操作性都令人比较满意。结论经过检验和秩和比法（ RSR）应用证明，该指标评价体系的层次科学，数量合理，指标权重稳定，相关定义准确，涵盖面比较广，基本能够对深圳市的社区妇幼卫生工作的相关方面进行有效的评价和监督。

Objective The community MCH situation understanding method to establish evaluation index system of community maternal and child health in Shenzhen city ,to explore the application of rank and the establish-ment of evaluation index system of weights in the evaluation process than the method in community maternal and child health care .Methods The use of expert consultation questionnaire reliability , on the advice of the predetermined Shenzhen city community maternal and child health evaluation index system of validity ,reliability analysis expert au-thority coefficient,positive coefficient and the coordination coefficient ,and then use the synthetic index method and critical value method to filter the index ,using the method of rank sum ratio to evaluate the weight of each index .Fi-nally the actual measurement test of the index system ,using the linear weighted method to evaluate the index system , and then from the maneuverability ,and rationality and stability of all the indicators weight test .Results After the a-nalysis shows,Krone Bach alpha coefficient two expert questionnairesurvey were 0.9688 and 0.9866,the reliability and validity of the questionnairesare very good ,the positive coefficient of experts were 93.12%and 96.18%,the co-ordination coefficient were 0.40 and 0.28 (all P>0.05),expert authority coefficient of 0.928.According to the actu-al measurement test of 10 District of Shenzhen City ,615 community that ,through expert assessment of stability of two maternal and child health evaluation index system , the rationality and maneuverability are satisfactory .Conclusion After the inspection and RSR evaluation of certificate ,level of science ,the reasonable quantity of the evaluation index system,index weight stability,related to the definition of accuracy ,broad coverage,basic to the relevant aspects of community maternal and child health services in Shenzhen city .The evaluation and supervision .
