宋朝是一个商品经济繁荣的朝代，食盐贸易在社会经济中的角色相当重要，成为生产和贸易量极大的商品，随之也出现了危及食盐安全的问题，渗透到食盐的生产、储藏、运销等各个环节。在食盐的生产过程中，由于官员急功近利，不合理的改变生产流程，导致食盐质量低劣，出现了盐户的掺假现象；在储藏过程中，由于盐仓狭小无法及时容纳，舟人乘机偷盗掺假，并且盐仓官吏与盐仓附近民户也参与偷盗官盐，在盐仓中掺假，以次充好；在运销过程中，由于运盐路途。远，吏卒沿路偷盗掺假，因此边缘地区出现了食盐短缺的现象。为保障食盐安全，宋政府采取了惩治违法人员，改建盐仓，严格管理钥匙，加强巡逻，鼓励揭发和给予举报者奖赏等措施，起到了一定的作用。

The Song Dynasty was a prosperous dynasty in terms of commodity economy. The role of salt in the social economy was quite important. Its production and deal were in large quantity, therefore, the safety of salt seemed to be a critical issue in the process of salt production, storage, transportation and other links. In the production process of salt, because officials sought for the instant success, they wrongly changed the production process, resulting in poor quality of salt. In the storage and conveying processes, because the salt storehouse was narrow and unable to accommodate the salt, boatmen took the opportunity to steal salt and adulterated, so did the storehouse officials and the people nearby. Under such circumstances, the salt shortage occurred in remote regions. In order to ensure the safety of salt, the Song government carried out the measures of punishing the illegal personnel, rebuilding salt storehouses, strictly controlling the keys of storehouses, strengthening patrol, and encouraging people to expose and report the illegal cases. These measures had exerted a certain function.
