标准化是促进循环经济进一步发展的重要途径。循环经济是实现土地、地质矿产资源可持续利用的必然选择，标准化是协调资源节约集约利用水平快速提升的技术纽带，科学发展观及资源的可持续利用迫切要求国土资源标准化战略引入先进的循环经济理念，这对于全面推进国土资源标准化建设具有重要意义。我国应充分借鉴国际标准化组织以及发达国家的经验，在大力发展循环经济过程中实施国土资源标准化战略：研究制定与我国资源国情相符的国土资源标准化发展战略；以标准化发展战略促进国土资源的可持续利用；充分利用国土资源标准化建设推动科技创新；加快国土资源标准化专业人才队伍建设。

Standardization represents an important approach whereby efforts to promote further development of circular economy. Circular economy is a necessary choice for the sustainable use of both land and mineral resources. While standardization serves as the technical interface for coordinating the rapid promotion of the level of economical and intensive utilization of resources. This paper argues that the introduction of the advanced concept of circular economy into standardization of land and resources strategy is a strong urge for scientiifc outlook on development and the sustainable use of resources. This is of great signiifcance for promoting the standardized construction of land and resources in all respects. In doing so, we should fully draw lessons from the international organization for standardization, and developed countries; implement the strategy of standardization of land and resources in the process of developing circular economy. This means that we need to study and work out standardization of land and resources development strategy which is in conformity with China’s resources condition. We should use standardization development strategy as a means to promoting the sustainable use of land resources. At the same time, we should promote technological innovation by making full use of the standardized construction of land and resources;accelerate our efforts with regard to the construction of professional team.
