近年，我国个人信息泄露事件频发，导致个人信息安全面临着巨大的挑战。通过法定权利形式对个人信息进行保护势在必行。个人信息权作为自然人的一项权利，主要有决定权、保密权、查阅权、更正权、封存权、删除权和收益权等权益；而就其内容和特征而言，可认为个人信息权属于人格权。通过借鉴欧盟和美国对个人信息权保护的经验，我国应加快出台《个人信息保护法》，完善个人信息权法律体系，实施行业自律体制，从而有效的保护个人信息，维护公民的个人信息权利。

In recent years, frequent personal information leakage incidents in China have led to the enormous challenges of personal in-formation security. It is imperative to protect personal information by means of legal rights. As the rights of a natural person, personal information rights inchude discretion rights, confidentiality rights, inspection rights, correction rights, archive rights, delete rights and usufruct. With regard to content and features, personal information rights can be considered as personality rights. By drawing on the ex-periences of the EU and the United States, China should accelerate the introduction of the Personal Information Protection Act, improve the legal system, implement industry self-regulation system, so as to effectively protect personal information and safeguard the personal information rights of citizens.
