This paper briefly introduced the basic content of collaborative governance theory. To clarify the rich connotation of “government-leading”and the mobilize various main society actively participate in collaborative management as the center. Mainly discussed that under the pattern of “social work”the food safety supervision in the main body, mechanism, methods, links and means of reform. Implement the pursuit of food safety regulation which“good governance”,the goals of“social work”.
