本文分析了目前我国区县政府公共管理职能在旅游业中的作用，提出了大多数区县政府在发挥促进地区旅游业发展职能的过程中面临的问题，并以广州增城市增江画廊的旅游开发为例，就政府规划、管理体制、政府协调、景区推广及筹资机制创新等方面对我国区县政府如何发挥公共管理职能，促进旅游发展提出建议。
本文分析瞭目前我國區縣政府公共管理職能在旅遊業中的作用，提齣瞭大多數區縣政府在髮揮促進地區旅遊業髮展職能的過程中麵臨的問題，併以廣州增城市增江畫廊的旅遊開髮為例，就政府規劃、管理體製、政府協調、景區推廣及籌資機製創新等方麵對我國區縣政府如何髮揮公共管理職能，促進旅遊髮展提齣建議。
본문분석료목전아국구현정부공공관리직능재여유업중적작용，제출료대다수구현정부재발휘촉진지구여유업발전직능적과정중면림적문제，병이엄주증성시증강화랑적여유개발위례，취정부규화、관리체제、정부협조、경구추엄급주자궤제창신등방면대아국구현정부여하발휘공공관리직능，촉진여유발전제출건의。
This paper analyzed the role of the public management function of China's district and county governments in tourism, proposed the problems faced by most district and county govern-ments in playing their function of promoting local tourism devel-opment, and exemplified by the tourism development of Zengjiang Gallery in Zengcheng City of Guangzhou, put forward suggestions on how to play the public management function of district and county governments in promoting tourism develop-ment from government planning, management mechanism, gov-ernment collaboration, scenic sport publicity, and the innovation of financing mechanism.
