常州图书馆旧馆自1995落成至今已无法满足广大市民日益增长的文化需求，对于公共图书馆的要求也有了新的拓展。本文根据公共图书馆的发展趋势，结合功能的递进式发展，论述常州新公共图书馆文化综合体形式的合理性与可行性，并指出文化综合体的优越性。

Changzhou Library has been completed since 1995, the old building cannot meet the growing cultural needs of the general public, and the requirements for public libraries also have a new expansion. According to the development trend of public libraries, combined with the development of progressive features, this paper discusses the rationality and feasibility of the new public library in Changzhou cultural complex form, and points out the superiority of cultural complex.
