规划编制研究中心作为一个新兴的城市规划机构，在城市规划方面发挥了较为积极的作用。近年来，越来越多的城市组建了自身的规划编制研究中心。如何协调、理顺规划编制研究中心与规划局、局属规划院、市场化的规划设计单位之间的业务关系，明晰其发展定位和职能，以更好地为规划管理工作提供服务，成为各城市不得不面对和思考的问题。研究在对全国各城市规划编制研究中心的空间分布、人员配置、组织类型、发展定位和职能构成等进行分析总结后，结合规划管理、规划编制和规划组织的现实需要，提出了规划编制研究中心发展的理想模式。

Planning formulation center as a new city planning team is playing a more active role in urban planning. In these years, some cities have set up their own planning formulation center. How to coordinate, rationalize the planning compilation between the center and the planning bureau, the plan and design institute, and clear the positioning and function, become the problems which need to face and think. The paper analyzes the space al ocation, organization types, development orientation and function, combines the needy from management, formulation and organization, and proposes the wel development model.
