为落实土地整治的国家战略，破解资源紧约束的瓶颈，上海转变土地利用方式，以土地综合整治促进土地节约集约利用、推动新型城镇化发展和生态文明建设，开展了区县土地整治规划研究。探索了上海土地整治潜力分析的方法，提出建设用地减量化等约束性指标，强调控制指标的空间落地。通过划分单元，加强郊野地区规划土地网格化精细管理。为保障规划实施，提出聚合涉农资金、创新政策机制等建议。

To implement the national strategy for land remediation and to remove bottlenecks caused by resource constraints, Shanghai is changing the mode of land utilization. The mode includes improving the economic intensity of land utilization, accelerating new types of urban development and construction, and planning land reclamation in districts and counties. This article discusses the methods of analyzing the potential for land reclamation and presents indexes of construction land reduction. By partitioning land units, the detailed management of countryside land grid planning is able to be achieved. To ensure the implementation of land reclamation plans, the use of agricultural funds and of innovative policy mechanisms is proposed.
