理想的实有人口服务管理至少应包括实际居住人口信息的“实有化”、服务管理的“同一化”、民主权利的“平等化”、社会福利的“共享化”等几个方面的内涵。只有逐渐推进户籍制度改革，最终消除附着在户籍上的特权和不均等的社会福利，真正实现“无论在哪里，劳动者人人共享社会福祉”，实有人口服务管理体制的建立才会水到渠成。
