海洋政策是一个国家采用法律法规的形式来实现对海洋资源的管理和利用，它反映了国家在特定历史时期的海洋意识。韩国作为一个海洋国家，其海洋政策的发展经历了一个不断丰富、日益完善的演变过程。透过当代韩国海洋政策演变进程，可以看到韩国海洋意识逐渐增强的轨迹，从被动利用海洋资源，到主动利用海洋资源，挖掘海洋资源的潜力，从积极发展海洋产业，到全面开发海洋资源，从近海资源开发，到积极发展远洋海洋产业，从本国所辖海洋资源开发利用，扩展到参与全球海洋资源开发。韩国的海洋意识随时代的发展而不断增强，对海洋资源的利用和开发越来越加突出。

Marine policy is what a country adopts laws and regulations to implement the management and utilization of marine resources ,w hich reflects a nation's marine consciousness in a specific historical pe-riod .As a maritime country ,South Korea's marine policy has undergone a process of continuous develop-ment and gradual perfection .Looking at the evolutional process of contemporary Korean marine policy ,we can find that Korean marine consciousness has been strengthened gradually from passive to active utiliza-tion and tapping the potential of marine resources ,from the positive development of the marine industries to the comprehensive exploitation of marine resources ,from tapping offshore resources to developing pe-lagic marine industry ,and from exploitation of their national marine resources to participation in the devel-opment of the global marine resources .The Korean marine consciousness is constantly enhanced with the times ,and utilization and exploitation of marine resources is becoming more and more prominent .
