本文以中铁二院工程集团有限责任公司为例，从工程咨询企业的特点及发展规律入手，探讨工程咨询企业技术创新需求和创新动力来源。研究表明，不断拓展服务的项目和领域，提高服务的水平和质量及企业生产效率，持续打造企业核心技术和专有技术，保持企业技术领先或比较优势，培育企业核心竞争力，是工程咨询企业技术发展的一般模式；拥有核心技术和专有技术，保持技术领先或比较优势，是工程咨询企业技术创新的总体目标；市场需求驱动，技术进步推动，企业内生动力作用，是工程咨询企业技术创新动力的三大来源。企业内生动力作用，即企业发展战略牵引、企业管理驱动、企业领导推动、员工成长需要、企业文化影响等，是企业技术创新的不竭动力和源泉。

Taking China Railway Eryuan Engineering Group Co., Ltd (CREEC) for example, starting with the characteristics and development law of engineering consulting enterprise, this article explores their technical innovation demand and source of innovative impetus. <br> It shows that the general mode of technical development of engineering consulting enterprise is to constantly expand the project and ifeld of service, to incessantly improve the level and quality of service, to increase the production efficiency of enterprise, to continuously build the core technology and proprietary technology of enterprise, to maintain the technology leading and comparative advantages, and to foster the core competitiveness of enterprise. The overall objective of technical innovation for engineering consulting enterprise is to possess the core technology and proprietary technology of some project or some field and to keep the technology leading and comparative advantages. The three sources of innovative impetus come from market demand drive, technical progress promotion and endogenous dynamic action of the enterprise. The endogenous dynamic action, namely, the strategy traction of enterprise’s development, drive of enterprise’s management, push of leaders, requirement of staff’s growth, and impact of enterprise’s culture are the inexhaustible dynamics and sources of technical innovation.
