区域技术创新政策对企业开展技术创新活动发挥着重要的催化和激励效应，客观地开展技术创新政策效果测评，对科学规划和构建技术创新政策体系具有重要的指导意义。本文在全面分析研究背景的基础上，构建了区域技术创新政策效果评价指标体系和评价模型，以全国30个省区的样本数据为基础，对各省区2006年和2010年不同时点技术创新政策效果开展了分析、评价和测评，针对不同省区及区域技术创新政策效果进行了深入的对比分析和研究，并就政策体系的丰富和完善提出了具体的对策和建议。

Technological innovation policy on regional technology innovation activities plays has an important catalytic and incentive effect;objectively to carry out the evaluation of technological innovation policy takes an important guiding significance for the scientific planning and building policy system of technological innovation . In this paper , on the basis of comprehensive analysis of the research back-ground , it built technological innovation policy effect evaluation index system and evaluation model , and carried out analysis , evaluation and assessment on different provinces in 2006 and 2010 of regions technological innovation policy effect based on the sample data of 30 provinces throughout the country . According to different provinces and regions technological innovation policy effect , it made a deep com-parative analysis and research , and put forward some special countermeasures and suggestions on the enrichment and improvement of policy system .
