行业协会是市场经济发展的必然伴随物，其发达程度是衡量市场经济发展水平的一个标尺。一般情况下，文化产业相对发达的国家或地区不仅市场经济发展程度较高，其文化行业协会也发展得相对成熟，在促进行业自律，文化政策形成，政企沟通，为业界提供服务，发挥知识、信息和统计功能，发挥中观管理功能，监管发展等方面具有非常重要的治理功能。然而，由于我国文化产业协会起步晚，发展缓慢，再加之独立性得不到保证，自治性和民间性相对较弱，其治理功能与世界文化产业发达国家或地区相比存在很大差距。为更好地推动文化行业协会功能的发挥，必须创造良好的法律、体制、机制条件，完善文化行业协会法规；深化文化体制改革，促进政府职能转换；完善文化行业协会相关机制，如内部治理结构和机制、谈判机制、人才培养机制、资金管理机制等。

The development of industrial association is the result of market economic development;and the level of that can be used to be the benchmark to measure the level of market economic development. Countries or regions with comparably advanced cultural industry normally have more developed market economy and more mature industrial association,which will play an important role in promoting the self-discipline industrial development,developing cultural policy,and so on. However, the development of China’s cultural industrial association is later and slower;and the independence of cultural industrial association cannot be guaranteed. So,comparing to other countries and regions with advanced cultural industry,China lagged behind in terms of the function of cultural industrial association. To better give full play to the role of cultural industrial association in China,we should create better legal and institutional environment and improve the related mechanism in terms of internal governance structure and mechanism,negotiation mechanism,talent cultivation mechanism and capital management mechanism.
