以“性善论”为根基的儒家思想在中国传统政治文化中占据主导地位,是滋生圣君清官观念的土壤,中国成熟的农业文明则维持着以“为民作主”为自我标榜的圣君清官文化氛围。当代中国社会依然承续着传统政治文化的某些深层机制,权力的人格化与人治的普遍化都表征着圣君清官观念的顽强生命力,这种深入社会心理的思想意识隐喻了现代政治文明构建的艰难。

Confucianism founded by “Virtue Theory” dominates in the Chinese traditional political culture , and is the soil for breeding the concept of sage-king and impartiality , while the mature Chinese agricultural civilization maintains the cultural atmosphere of sage -king and impartiality which is glorified by “for the people in charge” . Contemporary Chinese society still bears some deep mechanism of the traditional political culture , and the personification of the power and the generalization of the rule of man both represent the vitality of the concept of sage-king and impartiality , and this ideology deep into the social psychological metaphors the difficulty in the building of the modern political civilization .
