文化强农是文化强国的基础,文化下乡的强农逻辑贯穿于以农村公共服务为切入点的文化传播进程。目前,农村公共文化服务的传播困局主要在于大众传播媒介的嵌入与文化政策执行的异化,文化下乡的强势推进与农户需求错位的隐忧,村落记忆的日渐式微与共同体传播整合的困囿。因此,对于传播媒介的服务架构而言,要把握文化强农在我国公共文化服务体系中的战略地位,使文化下乡与文化强农形成良性互动。诚然,建构整体性治理的公共文化服务治理框架,必须遵照数字化信息工具的特点进行传播效果的整合。在确立文化强农的中央全局战略下,针对农民的职业分层进行传播内容的优化,借由多元传播媒介提升文化服务的传播效果。
文化彊農是文化彊國的基礎,文化下鄉的彊農邏輯貫穿于以農村公共服務為切入點的文化傳播進程。目前,農村公共文化服務的傳播睏跼主要在于大衆傳播媒介的嵌入與文化政策執行的異化,文化下鄉的彊勢推進與農戶需求錯位的隱憂,村落記憶的日漸式微與共同體傳播整閤的睏囿。因此,對于傳播媒介的服務架構而言,要把握文化彊農在我國公共文化服務體繫中的戰略地位,使文化下鄉與文化彊農形成良性互動。誠然,建構整體性治理的公共文化服務治理框架,必鬚遵照數字化信息工具的特點進行傳播效果的整閤。在確立文化彊農的中央全跼戰略下,針對農民的職業分層進行傳播內容的優化,藉由多元傳播媒介提升文化服務的傳播效果。

Strengthening farmers’cultural cultivation is the foundation of constructing a culturally powerful country.The philosophy of strengthening farmers’cultural cultivation by “enhancing cultural education in the rural areas”has been implemented through the whole process of public -services -oriented cultural transmis-sion.At present,the predicament of public-services-oriented cultural transmission lies in the foreignization be-tween the embedment of culture media and the execution of cultural policies,in the potential concerns about the displacement between the forceful implementation of “enhancing cultural education in the rural areas”and the farmers’demands,and in the dilemma of village memory declining and community communication integrating. Therefore,in framing transmission media services,we shall firmly hold the strategic position of “strengthening farmers’cultural cultivation”in the public cultural service system in China so as to create a benign interaction between “enhancing cultural education in the rural areas”and “strengthening farmers’cultural cultivation.”On the other hand,when constructing the public cultural service management framework under the integrated management,we must comply with the characteristics of the digital information tool for the integration of commu-nication effect.In establishing the central government strategy of “strengthening farmers’cultural cultivation,”it is important to optimize the cultural transmission contents according to the farmers’occupation hierarchy and take advantage of multi-media communications to enhance the transmission effect of cultural services.
