在需求层次理论的参考下，可以构建一个由“诱导”、“保障”、“评估-反馈”三维构成的塔式大学创业教育机制理论模型。从该模型的构建以及服务于创新人才培养的实际出发，提出提高大学创业教育机制运行效率的路径：立足区域产业转型发展需求、引入外部资源进入创业教育机制、拓展创业教育机制边界。
