针对智能电网调度技术支持系统(简称技术支持系统)日常维护和故障诊断能力亟需提升的问题,结合智能电网实时运行监视要求,研制了一种基于专家系统并引入监视对象策略因子方法的值班告警系统。该告警系统能够根据策略因子准确判断监视对象状态,并在发生故障时根据故障原因优选并提供处理预案。该系统采用支持横向信息交互的消息邮件服务、基于公共信息模型(common information model,CIM)接口的内存实时数据库、电力系统数据标记规范(CIM/E)以及电力系统图形描述规范(CIM/G)等技术,实现了技术支持系统各安全分区运行状态的监视和管理。运行实践证明,值班告警系统不仅提高了系统故障处理的响应速度,而且丰富了值班告警智能故障处理预案专家库。

To meet the demand of real-time operation monitoring of smart power grid, an expert system based watch alarm system, in which the strategic factors for monitor objects are led in, is developed. According to strategic factor the watch alarm system can judge the state of monitor object and based on the fault cause it can select and offer contingency plan while fault occurs. In the watch alarm system such technologies as message mail service that supports transverse information exchange, the common information model (CIM) interface based memory real-time database, power system data markup specification (CIM/E) power system graphic description specification (CIM/G) and so on are utilized to implement the monitoring and management of operational states of all security partitions in the technical support system. Operational experiences show that the proposed watch alarm system can accelerate the response to system fault processing and the intelligent watch alarm contingency plan library can be enriched.
