通过对比济南市第三人民医院自2007年承办商河县龙桑寺镇卫生院近五年来财务变化，与县其它乡镇卫生院平均水平进行承办前、承办过程中及承办后财务对照分析，被承办者整体水平获得了突破性发展。总结了市直医院承办乡镇卫生院的发展特点及优越性，从而探索出一新的医改模式：在目前乡镇卫生院经营普遍困难的情况下，市直医院承办可快速平稳地提升乡镇卫生院医疗水平，改善“看病难、看病贵”的现状，是公立医疗改革一条值得探究的创新路子。

Long Sangsi township hospital of Shanghe county has been undertaken by the third hospital of Jinan since 2007. In this article, we compared the average level of fi nancial change of this hospital with others in Shanghe County in the recent fi ve years. As a result, the undertaken hospital has developed quickly. So we summed up its characteristics and advantages of towns hip hospital undertaken by this city hospital, and put forward a new medical reform mode. That is, in the current circumstances, township hospitals are generally run difficultly, but the city hospital can help them and promote their medical level, thus can improve present situation of "diffi cult to see a doctor, expensive to treat an illness". Then city hospital undertaking township hospital is an innovative way for public medical reform.
