社区是灾害的直接受体，是灾害防御和应对的主体，其减灾能力建设是国家减灾的重要任务之一。近6年来，通过长期关注并以农村社区为实践对象，不断分析、总结，思考认为社区减灾能力建设重在实效和长效，其机制建设是重要保障，包括以社区为本的治理机制、知识储备机制、技能提升机制和文化建设机制都值得探索。

Community is the sufferer of natural disaster as well as the subject of disaster defending and dealing. Its capability of disaster mitigation is one of the main tasks of national disaster mitigation. The author argues, after 6 years study of countryside community through analysis, thinking and summarization, that the construction of community capability of disaster mitigation lies on efficiency and persistence. To construct the mechanisms is the vital guarantee. All theses mechanism, which includes management mechanism, knowledge reserve mechanism, skill training mechanism and culture construction mechanism, is worthy of exploration.
