黄河防汛抢险具有应急性、社会性、公益性以及专业性的特点，所用防汛物资的储备方式和储备量的确定是基于国库储备为主的较为单一的形式。随着我国社会主义市场经济体制的逐步完善，黄河防汛物资的储备也应考虑利用市场资源进行部分社会储备，以缓解单一储备方式带来的一些问题。将应急物流理论引入黄河防汛物资储备管理中，采用线性规划方法模拟优化国库实物储备量和社会储备量的比例，达到在保证抢险应急需要的前提下降低整体储备和物流成本的目的。

With emergency,sociality,nonprofit,professionalism characteristics of the Yellow River flood control,the materials reserves method and capacity are determined by the national treasury reserves as a relatively simple form. Along with gradually perfected of our country socialist mar-ket economy system,social reserve methods should be explored using market resources to alleviate some of the problems caused by the single reserve mode. To achieve the purpose of reducing the overall reserves and logistics cost on the basis of ensuring the emergency needs,the emergency logis-tics theory was applied to the Yellow River flood control material reserve management in this paper,the linear programming method was used to sim-ulate and optimize the ratio of treasury reserve and social reserve ratio.
