全球变暖问题越来越严重,使我国常常受到气候变化带来的洪水灾难的影响。虽然各地建设了大量的防洪措施,但是,随着灾情的频发和严重程度的不断增加,单靠工程措施已经无法对其进行有效的治理。因此,在渠道防洪工作中,非工程防洪措施也必须受到重视。通过对非工程措施进行介绍,对其效益和有效实施对策进行了简要分析。

Global warming is getting worse, so that our country is often affected by climate change brought about by the flood disaster. Although a large number of flood protection around the building measures, however, with the increasing frequency of the disaster and severity, engineering measures alone has been unable to be an effective treatment. Therefore, flood control work in the channel, the non-engineering flood control measures must also be taken seriously. Through the non-engineering measures are introduced, its effective and efficient implementation of countermeasures is briefly analyzed.
