运用相关性分析、方差分析和熵值分析，对指标进行筛选和优化。分别运用层次分析法和熵值法对青岛市等的10个样本城市进行横向评价，运用加法集成法，将主客观权重结合，得到更合理的评价模型。研究表明，经费投入结构不合理、人员投入规模小、创新成果扩散能力不足是青岛市产学研合作创新存在的三大问题。

This paper establishes an index system about the evaluation of regional industry-university-research coopera-tive innovation performance by using input-output model. However,there are still some problems in this system,such as high correlation and low distinction degree. This paper selects and optimizes the index system by using correlation analysis, variance analysis and entropy analysis,and selects 10 sample cities,including Qingdao,to evaluate PUR cooperative inno-vation performance by AHP-entropy method. Subjective and objective weights are combined together to help obtain a more reasonable model by add integration method. Research shows that:unreasonable fund investment structure,small scale of staff investment and the shortage of innovation diffusion ability are 3 major problems in Qingdao.
