基于《中国工业企业数据库》2005-2007年的数据测度政府补贴对企业研发投资的影响。用Probit模型探究了影响企业获得的政府研发补贴的因素，通过倾向得分匹配（PSM）方法发现，较之于未受补贴的企业，政府研发补贴使受补贴的企业平均增加0．184％的研发强度，而且补贴对企业研发投资支出和新产品产值也都有激励作用。建议政府加大对我国企业特别是民营企业补贴的力度，同时需要增强对企业使用研发补贴资金的监管，引导企业对补贴进行合理分配。

Based on the data from 2005 to 2007 in Chinese Industrial Enterprises Database,this article measured the im-pact of government subsidies on business R&D investment.First,this article explored the factors that influence a company's ability to obtain R&D subsidies from government.Then the paper used the propensity score matching (PSM)method,re-vealing that government R&D subsidies can drive enterprises to increase their R&D intensity by 0.184%on average,and the subsidies also have positive incentives on R&D investment spending and new product output.Finally,the article recom-mended that the government should intensify the R&D subsidies for Chinese enterprises ,especially for the private, strengthen the regulation to the use of R&D subsidy funds and guide enterprises to allocate the subsidies rationally.
