铁路隧道防灾救援是一项复杂工程，涉及多个方面。为实施有效救援，需要配备齐全的保障系统。针对设计工作中存在偏重基础设施的现象，本文重点从隧道防灾救援管理模式、系统构成等方面对其进行了阐述，并提出了一些思路及建议。

Disaster prevention and rescue system for railway tunnels is a complex project and involves many aspects. In order to implement timely and ef ectively emergency rescue work this requires a complete security system. In response to the phenomenon of lay particular stress on infrastructure in the design work, this article mainly expounds it from the man-agement mode and system structure of disaster prevention and rescue for railway tunnels, and puts forward some ideas and suggestions.
