畜禽养殖业污染能否有效控制，对“十二五”期间主要污染物减排目标的完成影响重大。畜禽养殖业减排仍处于起步阶段，技术条件和管理政策有待进一步完善，加之畜禽养殖业污染较为分散，实施减排难度更大。分析了惠州市惠城区畜禽养殖业污染现状、减排存在的问题，提出了畜禽养殖业减排措施。

The efficient control of pollutants of livestock and poultry industry has a great effect on the realization of the major pollutants emission reduction during the National Twelfth Five-Year Plan'period. The pollution emission reduction of livestock and poultry industry is still in its early stage,and the control technologies and management policies are need to be further perfected. In addition,the pollutions of livestock and poultry industry are relatively scattered,so that it is more difficult to realize the emission reduction. The current status of the pollutions of livestock and poultry industry and the existing problems of emission reduction in Huicheng District were analyzed in this paper. Furthermore,the several emission reduction approaches toward the pollutions of livestock and poultry industry and some suggestions about corresponding policies were proposed,too.
