黑龙江省具有独特的地理环境和得天独厚的冰雪资源，高校聚集着知识分子和朝气蓬勃的大学生，在文化建设中处于优势地位。目前，黑龙江高校在冰雪文化发展上还存在冰雪文化建设意识不强，冰雪运动开展的不好等相对滞后的现状。高校应提高认识，加快建设，积极开展合作，成为黑龙江冰雪文化建设中的领军者，在冰雪运动、冰雪雕塑、冰雪摄影、冰雪文学等各领域加快冰雪文化建设的步伐，促进黑龙江冰雪文化发展，培育黑龙江冰雪文化特色，提升黑龙江冰雪文化水平。

Heilongjiang province has the unique geographical environment and particularly favorable ice and snow resources,colleges and universities are full of professionals and youthful students,has a dominant position in the cultural construction. At present,there is relative delayed situation of ice and snow cultural development in Heilongjiang province that the constructive consciousness of ice and snow sports is not strong and ice and snow sports don’t develop well. Colleges and Universities should raise awareness,accelerate the construction,actively develop cooperation,become the ice and snow culture construction leader in Heilongjiang,speed up the steps on ice and snow culture construction with ice and snow sports,ice and snow sculpture,ice and snow photography,ice and snow literature,promote the development of ice and snow culture in Heilongjiang,develop Heilongjiang ice and snow cultural feature,improve Heilongjiang ice and snow cultural level.
