过度医疗是各个医疗机构普遍存在的问题，社区诊所尤为突出。在利益的驱使下医疗费用的上涨和患者的久治不愈是过度医疗的直接表现。过度用药是过度医疗的一个主要方面，而过度用药中抗生素的滥用是最为明显的。如何从医疗机构方面减少过度用药、提高人们的用药意识、从法律方面完善用药制度等，是当前亟需解决的问题。

Overtreatment is the most common problems found in medical institutions, especially in the community clinics. Driven by the interests, both the rising costs of health care and the chronic illness of patients are the direct expression of overtreatment. Over-medication is the major aspect of overtreatment and the use of abusive antibiotics is the most distinctive performance. How to reduce excessive use of drug from medical institutions, how to strengthen the awareness of medicines usage; and how to improve the treatment system legally are the problems which should be solved immediately.
